Title:SCO assumes even greater importance with India, Pakistan entry: U.N.

The Shanghai Cooperation Organisation has assumed even greater importance with the entry of India and Pakistan, the UN has said, asserting that the bloc's expanded range of activities will have implications for peace and stability across the region.

联合国(UN)表示，随着印巴两国的入境，上海合作组织显得更加重要。联合国表示，该组织扩大活动范围，将对本地区的和平与稳定产生影响。

Chinese President Xi Jinping on Sunday welcomed Prime Minister Narendra Modi and Pakistan President Mamnoon Hussain to the eight-member grouping.

中国国家主席习近平星期天欢迎总理莫迪和巴基斯坦总统马米午·侯赛因加入八人小组。

Prime Minister Modi and Pakistan President Hussain attended the summit for the first time after both countries were admitted as members of the Beijing-based Shanghai Cooperation Organisation (SCO) last year.

莫迪总理和巴基斯坦总统侯赛因在去年被接纳为上海合作组织成员国后首次出席了峰会。

UN Deputy Secretary-General Amina Mohammed, in her remarks to the plenary session of the 18th meeting of the Council of Heads of State of Member States of the SCO in China's Qingdao city on Sunday, had said that the world now needs a recommitment to multilateralism.

联合国常务副秘书长穆罕默德在星期天在中国青岛举行的上海合作组织成员国国家元首理事会第18次会议全体会议上的讲话中，曾经说过，世界现在需要重新致力于多边主义。

"With the accession of India and Pakistan, representing the first formal expansion since 2001, the SCO is assuming even greater importance and your expanded range of activities will have implications for peace, stability, and prosperity across the region and far beyond.

"随着印度和巴基斯坦加入，上海合作组织自2001年以来首次正式扩张，其重要性进一步加大，活动范围扩大将对和平、稳定产生影响，以及整个地区和远距离的繁荣。

"You represent more than half of humanity and you are playing a growing role in shaping the global agenda, based on cooperation and dialogue,"  Ms. Mohammed said on Monday.

穆罕默德女士星期一说：“你代表了一半以上的人性，你在合作与对话的基础上制定全球议程方面正在发挥越来越大的作用。

She said regional and international threats to security and stability, from transnational crime to climate change to violent extremism and terrorism, cannot be resolved by any one country alone.

她说，对安全与稳定的区域和国际威胁，从跨国犯罪到气候变化，到暴力极端主义和恐怖主义，都不能单靠任何一个国家来解决。

"Only our joint commitment, firmly grounded in respect for human rights and the rule of law, will build and strengthen the cooperation needed to respond to such challenges,"  Ms. Mohammed said.

穆罕默德女士说，"只有我们的共同承诺坚定地建立在尊重人权和法治的基础上，才能建立和加强应对这些挑战所需要的合作"。

To ensure fair globalisation, it must be ensured that nations are able to have the necessary domestic resources and capacities to steer their economies and development agendas towards common goals, as outlined by the 2030 Agenda and the Paris Climate Agreement, she said.

为确保公平的全球化，必须确保各国能够拥有必要的国内资源和能力，使其经济和发展议程朝着共同目标方向发展，她说，正如《2030年议程》和《巴黎气候协定》所概述的那样。

The Deputy Secretary-General stressed that openness and partnership between countries can make a critical contribution to strengthening security and bringing about prosperity.

"Today, it is encouraging to see positive regional dynamics in Central Asia and closer interaction among countries,"  she said, adding that the Belt and Road Initiative is promoting connectivity, economic prosperity and diplomatic ties across the region.

“今天，看到中亚地区出现积极的区域动态和各国之间更密切的互动关系，令人鼓舞，”她说，贝尔特和公路倡议正在促进互联互通，该地区的经济繁荣和外交关系。

Over the past four years, several major joint infrastructure projects have been completed in SCO member states that have improved conditions for cross-border cooperation and boosted development capacity, such as the Peshawar-Karachi motorway project in Pakistan and Kazakhstan's Astana light rail project, Ms. Mohammed said.

近四年来，上海合作组织成员国在改善跨境合作条件、提高发展能力方面完成了几项大型联合基础设施项目。穆罕默德女士说，比如在巴基斯坦的白沙瓦卡拉奇高速公路项目和哈萨克斯坦的阿斯塔纳轻轨项目。

"The soon-to-be completed 9,400-kilometre Lianyungang-Kazakhstan-Russia-Saint-Petersburg road corridor, on the other hand, is set to become the major transport axis connecting the Eurasian continent,"  she added.

“另一方面，连接欧亚大陆的主要交通轴线即将建成，长9,400公里的连云冈-哈萨克斯坦-俄罗斯-圣彼得堡公路走廊即将建成，”她补充道。

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India and Pakistan became its members last year.

上海合作组织成立于2001年由俄罗斯、中国、吉尔吉斯共和国、哈萨克斯坦、塔吉克斯坦和乌兹别克斯坦等国总统在上海举行的峰会上，印度和巴基斯坦去年成为成员国之一。
